Сработала функция оффлайн активации с выключенными фаерволами и антивирусами. (по крайней мере надписи об отсутствии лицензии пропали и не появляются уже второй день, даже после перезагрузок). И офис встал и винда.

Пробовал новую версию KMS 1.9.9 b09 KMS 1.9.9 b4
В обоих случаях был полностю отключен виндовс дефендер и брандмауэр
Пост выше к вам, в частности, тоже относится. Написано сервер не работает, но с упорством барана продолжают его (kms.loli.best:1688) ставить в настройках KMS.
А вы пробуйте KMSoffline.
